SUBJECTS/IT EXPERTS
Albanian Helsinki Committee (AHC), in the framework of the initiative “No Corruption, Yes Democracy”, financially supported by the Swedish International Development Cooperation Agency (SIDA) aims at empowering civil society sector in the role as main actors of fighting corruption and contributing in the development of the democracy and state of rule of law, through positively pressuring the incompetence of the public authorities.
In the framework this project, AHC is looking for 2 IT experts
- Software Developer Expert who is expected to modernize or build a new database for the Citizens Complaints that AHC recieves for one decade and half, in order to be more innovative and user.
- Database/Webstite Administrator who is expected to maintain the database as well as the official website of AHC, enriching the latter with rubrics, infographics and better documentation system of information.
We are looking for analytical, results-driven back-end developers who will work with team members to troubleshoot and improve current back-end applications and processes. The experts will use their understanding of programming languages and tools to analyze current codes and industry developments, formulate more efficient processes, solve problems, and create a more seamless experience for users.
Experts are expected to have excellent communication, computer, and project management skills. based on the requests and data made available by AHC implementation staff, the two experts will be engaged in the following:
1. Software Developer Expert – To create and make functional a new and modern database of citizens’ complaints
AHC currently has an existing database and through the expertise provided by the contracted IT experts, its modernization will be realized by creating a new, innovative and modern database aiming at making it more user-friendly, simple and efficent.
Responsibilities
- Architecting new features of a new database, by taking into consideration the opportunity to transfer the data of existing database in an automatically way
- Based on the database, create and design an online/offline system and mobile application for the data entry
- Participate in the entire application lifecycle, focusing on coding and debugging
- Write clean code to develop functional web applications
- Troubleshoot and debug applications
- Perform UI tests to optimize performance
- Manage cutting-edge technologies to improve legacy applications
- Gather and address technical and design requirements
- Provide training and support to internal teams
- Liaise with developers, designers and system administrators to identify new features
Requirements and skills
- Bachelor’s degree in computer programming, computer science, or a related
- Advance education (master or phd) in Software development (favorable criteria)
- Proven work experience of more than 3+ years as a Software
- Experience working on a variety of software development
- In-depth understanding of the entire application development process (design, development and deployment)
- Must be a full-stack developer and understand concepts of software
- Deep programming language
- Excellent analytical and time management skills
- Teamwork skills with a problem-solving attitude
- Creativity is always a plus.
2. Database/Website Administrator – To redesign and maintain the new AHC website
Responsibilities
- Provide support for the maintenance of the database as well as AHC website
- Ensure the web servers are operating
- Regulate and manage access rights of different users on
- Create and modify appearance and setting of site.
- Integrate the data from the “complaints section” in the web to the database of
- Support the modernization of the website to be more user friendly (integrating new sections, re-grouping existing sections, architecting new features, helping with insert of infographics, )
- Provide training and support to internal teams
- Fix links that don’t work and pictures that aren’t appearing
- Lay out content on web
- Incorporating functionalities and features into
- Test websites to see if there are any parts that are difficult to
- Decide how site’s content will be delivered to the
- Maintaining the appearance of websites by enforcing content
- Keep files small so sites load
- Test different browsers and ensure people with different computers can access a
Requirements and skills
- Bachelor’s degree in computer programming, computer science, or a related

- Good understanding of content management
- Fluency or understanding of specific languages, such as CSS3, JavaScript, HTML5 and jQuery.
